Responsibilities are a central matter of concern of environmental politics because they underpin regulatory frameworks of utility services. Yet, in scholarship concerned with sustainability transitions and governance, responsibility is reductively understood as a legal obligation or allotted task. Building on an institutionalist perspective, this paper conceptualized responsibility as a field of contention where actors negotiate, contest, and articulate what we define as subjectivist and collectivist responsibilities. Defining and using the concept of 'fields of responsibility', the paper analyzes how responsibilities (mis)match and contradict in controversial policymaking around the 'circular economy': a wide policy program for restructuring water, energy, and waste utility services and infrastructures in Amsterdam region. In so doing, it reveals the logic of contemporary environmental governance: in approaching climate targets, actors actively take on responsibilities while at the same time maintaining a conservative view of their role and responsibilities. We call these phenomena over-stretching and under-reaching.

AbstractHow should one cope with complexity and uncertainty in mega infrastructure projects? While rational theories tend to eliminate or reduce these unruly conditions, the authors of this article are in search of a different approach to deal with the characteristics of complexity and uncertainty proactively. Three theoretical reflections are introduced to explore possible solutions: (1) the change of institutions to address the problem of excessively simple structures for making decisions on complex projects; (2) the shaping of a learning environment in order to deal with uncertainty and emergent properties; and (3) balancing the generation and the reduction of a variety of policy options in order to select a limited number of feasible options and to bridge the strategic exploration and the operational processes of decision making. Informed by this conceptual thought, concrete pathways are developed and discussed by means of a case study of the construction of a high‐speed railway line in the Netherlands.RésuméComment doit‐on gérer complexité et incertitude dans le cadre de mégaprojets d'infrastructure? Tandis que les théories rationnelles ont tendance àéliminer ou à minorer ces circonstances incontrôlées, cet article recherche une approche différente pour aborder les caractéristiques de la complexité et de l'incertitude de manière proactive. Trois axes de réflexion théorique sont présentés: la transformation des institutions, pour résoudre le problème des structures extrêmement simples confrontées à des décisions sur des projets complexes; la configuration d'un environnement d'apprentissage, pour faire face à l'incertitude et aux nouveaux éléments; l'équilibrage entre génération et réduction des diverses possibilités d'action publique, afin de sélectionner un nombre restreint d'options réalisables et d'harmoniser recherche de stratégies et processus décisionnels opérationnels. À partir de cette réflexion conceptuelle, des voies concrètes sont développées et analysées à travers une étude de cas sur la construction d'une ligne ferroviaire à grande vitesse aux Pays‐Bas.

We address the development of policy by polycentric governance configurations, taking Caribbean overseas territories and their advancements on invasive alien species (IAS) policy as an example. The British, Dutch, and French islands in the Caribbean address this matter to different degrees, which we analyzed through differences in their type of polycentric governance configuration with their respective European counterpart. We employ a continuum ranging from predominantly polycentric to predominantly monocentric governance configurations to characterize the three case studies. Based on semistructured interviews with government actors, park managers, and NGO employees on Anguilla, Guadeloupe, and St. Eustatius, plus a literature study, we characterize St. Eustatius as highly polycentric and Guadeloupe as becoming increasingly polycentric. Anguilla cannot be considered either of the two, given the virtually absent involvement of the UK. Policy development on IAS showed most progress in Guadeloupe, whereas in Anguilla and St. Eustatius, IAS management is ad hoc. Within these cases, the hampering effect of dispute about the functioning of the configuration was clear. For Guadeloupe, increasing autonomy to decide on policy priorities within a coherent system where standards are set and ample resources made available appears conducive to policy development. That same balance inherent to polycentric systems between autonomy and coherence is hard to strike for St. Eustatius, and currently mainly perceived as a trade-off, hampering policy development. By discussing these three cases, this study illustrates how different polycentric configurations can affect policy development.

From a participatory governance perspective, managing changes in ecosystems requires involvement of stakeholders. However, when the impacts of such changes are unclear or unknown, problem perceptions are latent and stakeholders cannot be identified. To elicit perceptions of an ecosystem change despite unknown impacts, we employed Q methodology regarding landscape values. From these perceptions we derived stakeholder stances on the ecosystem change constituted by the invasive alien plant Coralita (Antigonon leptopus) on the Caribbean Netherlands islands of St. Eustatius and Saba. Ecologists view Coralita as a clear threat, but the exact impacts of the plant are unknown and therefore locals do not have manifest problem perceptions. Nevertheless, we derived three perspectives on the value of nature per island, which in turn yielded insights into stakeholders' views on Coralita management. Our approach can be applied for other management questions regarding changes in ecosystems when the impacts on humans are unclear and hence problem perceptions latent.
